Well yes and no. It really depends what context the IP is used in. If you are a home user, your ISP assigns you an IP address. You cannot change this; this is set by them. However, if you run a server, then you are the one assigning IPs to any computer wishing to access the server. You can change IPs and IP ranges as you see fit.

Computers within an office network can have two different types of IPs: static and dynamic. Static IPs are set locally on the computer. For instance, if I want a computer to pick up 120.136.23.3, then I will go into the connection properties and hard code that in there. It is now a static; that computer will constantly have that IP address until it is changed.

Dynamic IPs are set by the server. Each computer in the network will be automatically assigned an IP address in order to access the network (similar to an ISP assigning your home computer an IP). However with this, dynamic IPs can change on a computer, depending on time of access. Most computers on a network keep the same dynamic IP though.

You can call you ISP to see if they can change your IP if it is that important.

If you are on dialup, you possibly have a dynamic IP address which changes everytime you logon. On broadband it is usually static so it stays. It is possible to connect through a proxy and therefore use the proxies IP address. If this question is related to a LAN environment, open Control Panel -> Network Connections -> Local Area Connection Properties, and double click the TCP/IP settings, and it can be changed there.

You can change your IP address many different ways, I'll go over how to do it in windows and then in linux.

In windows (XP):
Go to Start > Control Panel > Network Connections (Classic View) or Network and Internet Connections > Network Connections (Category View)

Select the network connection you want to change the ip address on (typically Local Area Connection) and click on "Change Settings of this Connection".

In the "This Connection uses the following items:" box, scroll down to and select "Internet Protocol (TCP/IP)" and click properties.

In the Internet Protocol (TCP/IP) Properties dialog, select "Use the following IP address" (if not already selected) and enter an IP address assigned to you in the "IP address" box, along with the Subnet mask and Default gateway for your network.

Select "Use the following DNS server addresses" (if not already selected) and enter the DNS server(s) for your network. Click OK.

Click OK in the Local Area Connection Properties dialog.

In linux:

Open a terminal under the root user.

type "ifconfig " where is your ethernet adapter (default is eth0) and is the desired ip address.

to revert to a dynamically set ip address, use the command:

"dhclient " where adapter is your ethernet adapter (default is eth0)

If you use a dial up, your IP changes every time you connect. Most broadband connections use a static ip and do not change. I can change the private IP of computers on my home network at will, but it does not change the public ip.

no for a dial up connection the computer dynamically assigns the ip address when u connect to the internet and for the cable connection u can ask ur network administrator to change the ip if any others are available

no not possible but sometime your ISP Provides you Dynamic Ip address.

But you can mask or hide your current ip address by using a proxy

or use any website like
http://www.anonymization.net/

they hide your ip address
But be genuine and dont do absue...

just off and on your modem and your ISP will get you a new IP address, it works that way because your ISP basically rotates available IP addresses it owns...
