mentally unstable, a danger to herself or to others, alcohol/drug addiction, abandonment, neglect, psychical, verbal or emotional abuse, living with a questionable partner (such as an ex con), lifestyle choices that are NOT agreeable to the father.

"Moral" type stuff is too vague generally to meet the tall standard to declare a parent unfi. Even if a behavior is generally thought of as wrong (or even criminal), the parent is fit if the act is not done in the child's presence. There a few areas that are VERY clearcut though...f*ck up in thee ways though and all hell can break loose...1) Neglect the child's right to an education - that's a huge one. 2) Don't take them to the doctor/dentist - all bad. There are morebut man those are for real.

I don't know but if it is in California I am sure it takes an exceptional woman to get on that list as unfit

If she can no longer fullfill her obligations of being a mother like caring for the dependents, supporting their expenses and no more moral ascendancy.
