to isolate x it is easiest when it is on top of the fraction like it is. That being done, you can get the 5 out from under the x by putting it on top on both sides, and it becomes x= (original fraction on left hand side)(5)
since the fraction is multiplied by the 5, it multiplies with the 4, then the result gets divided by the 7 to find out what x is
so when you have something on the bottom of a fraction, it has to be multiplies through on both sides to isolate what is on top.
If you had x on the bottom, you would have had to multiply both sides by x to isolate it. like this
5:x=4:7
x(5:x)=(4:7)(x)
5=(4:7)(x)
(5)(7:4)=x
it is a bit more complicating bc you have to get x on the top of the fraction.
remember, when a fraction crosses the equal sign it is inverted, which is the sam as multiplying both sides by its reciprocal, or the same fraction upsidedown

what you should do is re- write the problem so that it is:
4/7 = x/5
from there you cross multiply to get
20=7x
then you isolate the x on one side by dividing out that pesky 7
20/7=x
which is 2.86 in decimal form rounded up
