why do peole exagerate, come quick to conclusion without proper understanding, and speak on behalf of others?

Mainly? People lack the patience and understanding to consider their words and all the possible effects such words would have. People also like to give themselves the illusioned sense of power in order to make themselves feel as though they have done something, when in fact any such power that they truly have should be used properly as it was not them who gave it to themselves.

Regretably, No one I have ever met on Earth, nor I doubt will ever meet, is able and willing to prevent such statements from rolling from their tongues at remarkable rates, no matter how much one might restrain, none can stop it eternally. The old Chinese proverb goes only so far, however in that "a closed mouth caches no flies," but neither will eat...

I only hope it gives you some satisfaction that there is one who does break this unfortunate, frustrating, and ever present quality (or curse as you clearly see it).

You see it in most of the answers on this site. Most do not know anything about what they are talking about. Many do and do provide good advice so it is the same everyplace. We have to be able to sort out the chaff from the grain as they say. Some are so good at talking people want to believe even when they know they are not telling the truth. Clinton is a good example of that.

Some of us just like to be in the center of everyone's attention like a child. But also it could be that it makes them feel important. And then there are others that think they know everything, yet, they have to carry large baggages to cover everythung they have to say to make it look good whether it is true or not.
