The right time to have sex is only after marriage. But if you mean to ask after marriage then there is no such thing as correct time. If however you want to conceive then you ned to ahve sex during your ovulation time which lasts for a week (in this time period u need to have it 2-3 times) or if you need to avoid getting pregnant then you h=can have it anytime with some protection like condoms or pills. The key to good sex is not think it as an activity but to enjoy it thoroughly and be relaxed even if you are desperate to conceive.

...Do you mean the correct time to have sex to get pregnant, to avoid getting pregnant, or when in a relationship you should start having sex with your significant other?
If it's the first, you can use an ovulation calendar like the one here: http://www.babycenter.com/calculators/ovulation/
If it's the second, use a condom, the pill, the shot, etc.
If it's the third, I can't really help you. You're the only one who knows your beliefs and morals regarding relationships and sex. Some people believe that you should wait until marriage, some people believe that you should wait until you know that you are with the "right person," and some people believe that sex is no big deal at all and that casual sex is perfectly acceptable. It's really up to you...take some quality time to yourself and think about it, or talk it over with your significant other.

After marriage. Otherwise you'll regret it; maybe not today, but soon, and for the rest of your life.

when you're ready, when you are in a loving relationship and both you and your partner understand each other well enough to share something special.

When you know you're doing it because you want to, not because HE wants you to.
I lost my virginity at 17. I don't regret it.
