that's a trick question ! every spices came from bacteria. so there were some kind a mutation and some day a living being reproduce itself it made the first fish. how could we know if the mutation that allow fishes to make eggs appear in the previous generation or it's a direct consequence of that mutation. hmmmm.

According to evolution and other factual facts the bieng came fist then it reproduced in order for the species to survive and thrive. Threfore the fish was fisrt followed by the eggs and the cycle just keeps repeating its self.

Not all fishes lay eggs so its highly possible that it was the fish.

it relies upon on which style of fish you've... My Betta eggs are small and white,, they style of look like a grain of salt and they fall accurate to the bottom once they're squeezed out.
