If anarchy ruled where everone could please themselves who would empty the dustbins (trashcans).

As already mentioned, if anarchy ruled, emptying trash cans would become a thing of the past. However because anarchy ruled someone might then decide to empty trashcans simply because their was no need and to do so would become anarchic.

what do you mean trashcans in that soceity everything is accepted or refused by the individual and only their opinion counts. Now do you see the logic

If anarchy ruled I wouldn't bother emptying the trashcan. In fact I think that anarchy would make it against the anarchaic law to empty trashcans.
