No, it is not safe. Sperm is present in pre-***.

Get real! There are few men if any, that actually do withdraw and even if withdrawl occurs it only takes one sperm to cause a pregnancy. Why would you want to put your partner in that kind of a situation? You need to read some more about intercourse and have a better understanding of it before you actually do it. The only safe sex is no sex, because even with other methods of birth control a woman can become pregnant as none are totally 100% effective. So unless you really want to be a dad and support a family be careful.

Not safe at all
"pulling out" offers almost no protection against pregnancy or STD's, even the sperm in pre-ejaculatory fluid (sometimes called "pre-come") can get a girl pregnant.
The simplest method of not getting pregnant is simply not having sex, but that's often not a viable solution. Condoms are usually your best wide-spectrum protection against pregnancy and STD's, contrary to popular rumor, they are 99.98% effective when used properly (the lower statistic quoted by most abstinence-only proponents includes people with no clue what they are doing).
But there are many options open to you, talk with your lover, your doctor, and your pharmacist about what form of protection is right for you.
-and remember, condoms may reduce your pleasure, but if she gets knocked up, you will be so tired from child rearing you won't have any pleasure for many years!

Lets see . . . I'd say the withdrawl method is as safe as well, NOTHING. In other words, yes, she will get pregnant. There is leaking from the "vas deferens and the penis" and the precum will also leak out, not to mention some "c*m" will come out early before ejaculation before orgasm. I suggest a diaphram (IUD) for your girlfriend or some similiar device. Something that can be used and forgotten, perhaps the pill or a simple CONDOM.
Birth Control is NOT just for women.

It is not safe for preventing pregnancy or preventing the transmission of STD's. Even the use of a condom is not 100% safe for either purpose. It only takes on sperm to impregnate a woman. I suspect that you already knew the answer to this. :) Even having a vasectomy cannot give you a 100% guarantee when it comes to sex. There are many cases where the vasectomy reverses itself, leading to unwanted and totally unexpected pregnancies.
The only safe method is to keep it zipped!
I won't say "good luck" on this one.

yes, you can conceive even if you use the withdrawl method.
Withdrawl really doesn't work, primarily because sperm can be and usually is present even in the pre-ejaculatory fluid (commonly called "pre-***"). Withdrawl method won't even significantly reduce your chances of getting pregnant.
If you don't want to get her pregnant, she needs to be on some kind of birth control, or you need to use condoms.

That's like asking if you drop a gun after shooting at someone, will the bullet miss!!! If you do not use protection, you are choosing pregnancy and possibly infection. Withdrawal does not work.
