You would use a TV capture card together with a program such as CyberLink's PowerVCR to record the clip from TV and save it to a file, and then simply put that file online. But remember that putting music clips online is almost always against copyright laws, i.e., it is illegal to distribute (online or by other means) material that is not your own intellectual production.
