I saw a similar case on the OPRAH SHOW. Her suggestion was wear pleated front dresses, as the creases would make the breasts seem smaller. The loose fitting top, if contured till hips, will conceal the thrust & volume of the breastline.
Dont be offended with boys staring. All males have a inbuilt radar that automatically focuses on womens body parts. Not all are leering. Some may be appreciating, some may be jealous that their partners dont have what you do.
And try to be very confident of your assets. Take it in your stride.

Yeah, I guess your only options are plastic surgery or learning how to dress so your breasts are minimized as much as possible.
First, if you haven't already, go to a really good bra shop and get a really good bra. Have the clerk help you find one that will "flatten" them as much as possible. Then go to a shop like Lane Bryant and see if they can help you find clothing that will down play your breasts. Finding someone who can advise you about the appropriate clothing will be the hard part.
I have just the opposite problem but I've learned how to accentuate my figure pluses as much as possible.
There's always surgery if nothing else works to your satisfaction.
