must be stopped in a safe place "safe haven" when time limit for driving has been reached. Must "rest" for proscribed time before leaving resting place. I think, this is just a guess.

Safe Haven is the legal place that a driver with Hazardous Material may legally leave a HazMat load if he has to leave the truck for any amount of time. So it is a safe place to park a HazMat load. Also, soome states like KY let truck drivers park at their weigh stations to sleep and promise NOT to roust the driver to check logbooks and equipment.
