The moral responsibility lies in with those states that sponsor terrorism. Those states are therefore responsible for the deaths of those people. To effectively fight a war one cannot be concerned about collateral damage on the other side. We have our own civilians to worry about.

Killing any innocent person is terrorism. You must see the ground realities. You must study the history and make a fair judgment. It is the responsibility of United Nation to judge. It is helpless. There is much to be said.

I think we do have a moral responsibility to civilians who live in these nations.

People cannot choose where they are born nor in some circumstances can they control the governing bodies within their countries so why should we not feel sad for their losses.

I pitty children who by no fault of their own are thrust into confusion and not knowing why bad things are happening. For children who through no fault of their own loose their parents or their sisters or brothers.

We do have a moral responsibility to at least consider their plight and to pray that they remain safe in adversity and that their governing bodies consider their citizens in their decissions.

Those "collateral damages" are women, kids and elderly and women's husbands. I like the callous attitude people have these days towards death in this country. A country where less than 1 % have ever seen war any place but on a video game or their TV. Imagine when I was growing up they said "life is cheap in China".

moral responsibility..yes we have. govt.and citizens are two different things...a govt. does not necessarily represent the thinking and approval of its multitude..war should not be carried to civilian targets irrespective to the nations at war..there are ethics which must be observed

if the country in question was fully democratic with a completely corruption-free government, then perhaps...

but for citizens living under a dictatorship or highly corrupt government, then no it would not be right to kill innocent people.

i agree to a point we cannot arbitrarily bomb civilian targets
