Propose?? Go somewhere that you've been together that makes each of you feel comfortable. Most people go somewhere fancy and that might make them uncomfortable and then to propose in front of all those strangers...well. or go somewhere secret like on a mountain where you can see the stars or overlook the valley/ocean. Just be somewhere that both of you feel comfortable. And let your heart do the talking. Good Luck!!!
