I think, if I'm picturing it right, there is a carbon atom the center. One of the oxygens has 2 bonds to the carbon. The other two oxygens have a single bond to the carbon and an extra lone pair on themselves, giving a negative charge. The molecule should be trigonal planar

The whole molecule has a net -2 charge.
