The English romantic poet John Keats wrote that in a poem called "Ode on a Grecian Urn."
The basic idea is that if a thing is "true," then it is beautiful, if you have the ability to see that beauty. That's why a rotting potato could be beautiful if painted by the person who was able to see the beauty in it.
The flip side of that is that if a thing is beautiful to you, even if you're just making it up in your imagination, something about it is true.
