Smoke contains carbon & when it reacts with oxygen from air it forms carbon-dioxide & carbon-monoxide . Carbon -dioxide can dissolve in water forming carbonic acid (H2CO3) . Carbon-monoxide being slightly soluble will pass out .So atleast the level of carbon-dioxide can come down.

It may go a ways to solving pollution in the air. In fact, this is how boat engines 'dispose' of their exhaust.
However, we'd be left with large quantities of carbonic acid. WHat would we do with this? Dump it back into the waterways? It just winds up as a different kind of pollution.

No, it only puts it some place else. If you dissolve exhaust material in water, then what do you do with the polluted water? You end up having to dispose of (or process) dirty water instead of just dirty air.

Catalytic converters are a pretty good answer; new fuels and fuel mixtures are a better one. Oh, and electric vehicles are not - they make pollution too, but it's at the power plant where you don't see it. Electric vehicles are often worse for the environment because they can end up using 2-4 times as much fuel to travel a mile, due to losses in power transmission, battery charging, motor switching and controlling...

A well tuned internal combustion engine can get about 38% of the energy of your fuel into useful motion, the rest is heat and noise.

A power plant is more efficient at making power from the fuel, but the losses in transmission, storage, and conversion add up fast. the only advantage is batteries can be charged from electricity made from natural gas or coal, instead of just gasoline. So they do extend our fuel supply to a degree.

When an animal exhales it exhales CO2 (carbon Dioxide). CO2 is used in softdrinks.
Take some koolaid or suger water add some yeast(anamal) and let it set over night (better two or three days)in a sealed bottle at room temperature , it will presure up and that gas is CO2. thats basicly how beer and sodas get the fizz in them.

Most things on this planet contains carbon
Smoke can be of many differant things.

A well tuned car will not smoke and produses Co2, O2 ,H2O and some NOX,

The quickest and easiest way to reduce pollution is to reduce the population. Hospitals are a major generator of pollution in all of the categories that you listed. So close all the hospitals and you will both reduce the amount of pollution and the population at the same time.
