Who is acting fast and correct India or Israel on Terrorism?

In India there are serial balsts resluting the death of hundreds of people. In Israel there are some kidnaps and murders of small number of people. Why Isralel taken this as a seriuos and national Security concern but why not INDIA.

+India can't do nothing about it compared to US or Israel(who are unable to do much)
