OKay, don't listen to anyone! haha, just kidding, but you should really try it all out for yourself. I saw someone mention burning a pencil, yes it does work.. but its something that can be avoided. If you aren't that great on putting it on, I do not recommend burning a pencil. Self-sharpening eyeliners I find are the absolute BEST! They go on so easy! It will be an easy way for you to get that perfect line across your eyes! I have used Rimmel, and I LOVE it. They also have a sharpener on the end to make it pointy, not that you will need it! You can get it at Walmart for about 6 bucks and it last a while! As for applying it... practice makes perfect! Some tips though, Do the top first after eyeshadow, but before mascara. The mascara will just get in the way if it's not dry. Also, DO NOT put eyeliner directly on the lower lid, put it under it. It will bring out your eyes sooo much! Believe me! And depending on the color of your eyes, you can get different colors. Black will make it a more dramatic look, but navy blue, it looks amazing! Maybelline eyeliner is nice for me.
Different Eyeliner Applications
Close-Set Eyes:
Line outer third of upper lids with gray,brown, or black liner. Smudge gently. Use a lighter liner on the inner eye to widen the space between eyes.
Small Eyes:
Draw a dark line gradually thickening at outer edge of the eye. Use a light-colored pencil (gold, silver, white) and draw under lower lash.
Deep-Set Eyes:
Line upper lash line with pale, shimmery liner. Then line outer edge of lower lash with a soft, neutral shade (gray or taupe). This will create the illusion of a less heavy lid.
Drooping Eyes:
Line outer third of eye very close to lashes, carefully sweeping the liner up at the corner of the eye.

NYC products are the cheapest and actually really good. Play with it so you know what you're doing. At first I recommend putting it on thick/wide and gradually wiping it away with a Qtip dipped in remover-baby lotion works too. Maybelline can give you an infection. It depends on you. No one in my family can use Maybelline or Avon. We are strictly Covergirl on the face and a few select elsewhere.

I normally look for kohl eyeliners when i want a smoky effect and liquid i f i want a more dramatic effect. For Kohl Christian dior's the best and it's hypo-allergenic. I also use Mac and chanel.
For day wear i normally use brown, charcoal or moss green lightly smudged on my top lid. For evening, i line both my upper and lower lid.

i have a system that i use whenever i do my eyeliner i get the pencil eye liner (i use wet and wild it is cheap) and i get a lighter and burn the tip for a few secs then i let it cool but not completly and i apply it then i get a spraklie dark black eyeshadow and i have a very small application brush and i put that on my lash line it looks great! gl2u

the best eyeliner is any eyeliner if u know how to work it... for instance the cheap ones that hurt when u put it on, rub it on ur finger to make it soft before applying and the really expensive ones is great cause u can smudge it with ur finger to create a smoky look. u wanna play with it on ur eyes so that you can get a feel for it and vaseline or lotion with alot of q-tips makes clean up alot easier....

i dont know about a best eyeliner, thats just something you have to test out for yourself, but the eyeliner pencil should be sharpened to a point because thick eyeliner is nasty. makeup is to enhance our features, not to look like we are wearing a ton of makeup. gl2u! =)

my favorite is benefit's kohl pencil/crayon. it can be purchased at sephora and on one end has a smudger for the smokey eye look. i've tried all brands from drug stores and this 18 dollar one is worth the money to me and it last a long time.
if you wanna try i recomend the sable color :)
