Maybe not to get a license, but I think people should have to take classes much the same as some religions make you do before you can get married. It takes 9 months to have a baby so maybe attend classes for 3 hours every Saturday for 9 months, you take a test and if you pass you're cleared to start a family. Sounds good to me.

How would you enforce it? Mandatory abortions? forced historectomies and vicectomies? It would not be the first time people have been told who they can procreate with, or whether they are allowed to at all. Our concept of human rights has evolved past this in most parts of the civilized world. I think you could have a mandatory test when you become pregnant that you would need to study for and pass to show you understand the basics of parenting. But again the question is how to enforce it. It may be better to offer a tax credit or some other incentives if you pass.

Nice in theory. What would work better is the elimination of man-made weapons. In nature, stupid and weak animals don't survive. They are shunned, kicked out of the herd, and never get a chance to reproduce. That preserves the species.
Survival of the fittest no longer applies to humans since the advent of weapons. Even weak, unintellegent and sickly people have been able to survive by fighting for their lives with weapons. And they have reproduced for generations now.

I totally agree with you, but after the Judgement at Nuremberg and several other novels, there'll be too many oppositions.
Still, I don't think requiring people to take parenting classes would be out of the line. There are so many bad irresponsible parents, who ends up putting the burden on the society for their mistakes, it wouldn't be bad to at least have everyone take some parenting classes.

What kind of test? Intelligence? I know plenty of very smart people who are nasty parents also smart people who have nasty children as well as the other way around. It's too bad though, a world where all children are safe would be wonderful.

If you do so then you are getting into the subject of eugenics. Besides, this wouldn't work anyway because many pregnancies are unplanned and forcing someone to get an abortion is very unethical (i.e. China)

And your analogy is also flawed. To date I've seen two cnn headlines of the elderly running their cars into many pedestrians.

perhaps not a test, but a childbirth licence, with proof of financial ability. proceeds from the licences could help support all the fat lazy welfare mommas with seven brats with seven fathers.
