Do you get a message saying the operation was cancelled due to restrictions? or is it access denied?

You need to check your system for virus. Some viruses disable access to control panel to prevent access to Add/Remove programs.

Reformatting it will work, but then you are starting over with a new computer again. Reboot might work too. Another funny thing to do if that doesnt is to turn it off, unplug it, and the plug it into a different outlet. I have talked with other software engineers and programmers and they agree that it works. We just dont know how...

scan for adware and viruses and remove them, run a chkdsk to see if files needed to run control panel are in bad clusters, if that does nothing, reload windows.
