They aren't. The more premature a baby is at birth, the more they have to overcome in order to mature.

Because at 8 months the baby's body is concentrating on maturing the lungs. If this is interupted by birth it is harder to sustain the oxygen level in the baby's blood. However, When the baby is born at 7 months the lungs aren't being concentrated on and doctors can assist in this area by keeping the preemie in an oxygen filled incubater so that the baby can finish developing correctly.

You need to question the person who gave you that false information. Here is what I found online:
At the end of the seventh month, fat begins to be deposited on your baby. Your baby is about 14 inches long and weighs from 2 to 4 pounds. Your baby's hearing is fully developed and he or she changes position frequently and responds to stimuli, including sound, pain and light.
The amniotic fluid begins to diminish.
If born prematurely, your baby would likely survive after the seventh month.
In your eighth month, your baby, who is now about 18 inches long and weighs as much as 5 pounds, will continue to mature and develop reserves of body fat. You may notice that your baby is kicking more. Baby's brain is developing rapidly at this time, and he or she can see and hear. Most internal systems are well developed, but the lungs may still be immature.

wow it really concerned me about the answers given on here. First off the time in the womb is completely different of that in the real world and is a HUGE difference. In fact in the last trimester of pregnancy your OB will tell you that every week they are growing, they gain a pound. It is very important to take pregnancy to full term, and if not; ideally past the 36 week marker as lungs are usually not developed until this point, and a child premature can be susceptable to disablities mentally and physically with sensory abnormalities. ie.. blindness, deafness, and learning delayed or stinted. Every week in the womb equals one month outside the womb- so if someone tells you that an entire month does not make a difference is insane- or ignorant. 4 weeks equals the equivalent of 4 months of development outside.

they aren't.
the more premature a child is born, the more health risks there are to them. just think about it...an unborn child is continuously developing. there is no way an 8 month old infant would be less developed than when it was at 7 months.
