I have seen some SUVs where the tires seem to stick out beyond the vehicle's wheel well. Do they add spacers or something to make this possible? They aren't overly large tires, they just stick out.

Spacers are one way to stick out a tire, but not a good idea for highway use. The most common reason why tires stick out beyond the wheel well occurrs when a person uses aftermarket wheels and they use a different offset. I hope this helps.

People changing the tire size is the only way this can happen. Many states have laws to require fender flairs to protect other cars, people pets etc from items being trrown up by shuch equipment (the same reason big trucks have "mud flaps)

i dont know if your talking about low riders that have there tires sticking out, or the larger vehicles, but i have a jeep wrangler that has a body lift and large tires. they stick out because of the wheels i have on my tires. they are the baja american racing wheels.

larger and wider rims and tires, for example you see rim sizes like 20x6, 20 is the diameter and 6 is the width, and so forth

They make different width rims just like they make larger and smaller.
