You've got a point there - racism is defined as a group of acts by a group of another ethnic group covert and over aimed at subordinating an entire group! The act is in the form of policies, behaviors, attitudes, procedures, etc. The relationship has to include an oppressor and the oppressed! The oppressor usually is the group who holds the most power - the oppressed group actions are mostly reactions to their oppressed position!
True - that - African - Americans can be prejudice against Caucasian - Americans and other forms biases - but they probably can't commit racism in it's purest form!

No they cannot by the text book definition of the word. If you use some flimsy dictionary abridged definition, then of course. But since the practice of racism and the term was basically invented in the 1930s by white people trying to subordinate other non-white people and Jews then we can see that Black people could not, at least not in America.
I suggest going to Wikipedia and seeing a better definition.

The short answer is yes, but let me expand on this. Prejudice comes in many shapes and forms, it is not something that only one race of people hold as their own personal attribute. Prejudice not only displays itself in matters of color or race, it can be derived from religion, work, social status (Rich and poor), geographic region, education level, and many more factors. Defined Prejudice is a negative pre-disposition to something that is "Different" than what you believe, have, or are, saying that, it usually stems from either a mis-understanding of the facts.

I don't think I really understand your definition of racism. It sounds more like you're talking about oppression.
Per dictionary.com:
racism:
1. the belief that race accounts for the differences in human character or ability and that a particular race is superior to others.
2. Discrimination or prejudice based on race.
oppression:
: an unjust or excessive exercise of powers: as
a : unlawful, wrongful or corrupt exercise of authority by a public official acting under color of authority that causes a person harm.
b: dishonest, unfair, wrongful, or burdensome conduct by corporate directors or majority shareholders that entitles minority shareholders to compel involuntary dissolution of the corporation.
c: inequality of bargaining power resulting in one party's lack of ability to negotiate or exercise meaningful choice.

Hmm. My answer are these questions. Why does anyone see color in the first place when they look at someone? If you see something other than a person/fellow human being/part of God's creation are you not being racist/prejudice/or superior? Why does it matter to see anything else in the first place?

Yes a black person can, it just depends on the area. Such as a white families in a black community or a school.
Racism refers to various belief systems maintaining that humans can be separated into various groups based on physical attributes and that these groupings determine or influence cultural or individual achievement or the essential value of human beings. This can lead to hostility against individuals based on a perceived or ascribed "race".
The word "racism" itself appeared in the 1930s, both in the English language and in French. Such racial prejudice often includes the belief that people of different races differ in aptitudes and abilities, such as intelligence, physical prowess, or virtue. Most individuals who use the concept of racial categories believe that different races can be placed on a ranked, hierarchical scale. By definition one who practices racism is known as a racist.
W.E.B. DuBois argued that racialism is the belief that differences between the races exist, be they biological, social, psychological, or in the realm of the soul. He then went on to argue that racism is using this belief to push forward the argument that one's particular race is superior to the others.
Racism can more narrowly refer to a system of oppression, such as institutional racism that is based on ideas that one race is superior to other races. Organizations and institutions that practice racism discriminate against and marginalize a class of people who share a common racial designation. The term "racism" is usually applied to the dominant group in a society, because it is that group which has the means to oppress others, but readily applies to any individual or group(s), regardless of social status or dominance.
Since the last quarter of the twentieth century, there have been few in developed nations who describe themselves as racist, which has become a pejorative term, so that identification of a group or person as racist is nearly always controversial. A number of international treaties have sought to end racism. The United Nations uses a definition of racial discrimination laid out in the International Convention on the Elimination of All Forms of Racial Discrimination and adopted in 1966:
...any distinction, exclusion, restriction or preference based on race, color, descent, or national or ethnic origin which has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise, on an equal footing, of human rights and fundamental freedoms in the political, economic, social, cultural or any other field of public life..

enable me enlighten you. Racism is inaccurate no count number who practices it. Slavery left a generational stain that has lasted over 2 hundred years. Being enslaved meant being denied no longer only liberty, notwithstanding the shortcoming of p.c. out and way of existence, language, custom, and faith. no man or woman must be satisfied about that. The ramifications of slavery proceed to this present day interior the kind of psychic depravity that changed into imposed by using the organization. African-American's were no longer allowed to have nuclear households, were taught to hate and despise one yet another and themselves (the whiter the floor, after slave vendors began the prepare of raping enslaved women and then enslaving their own offspring, the further proper the slave changed into dealt with.) those practices were psychically surpassed down alongside with the prepare of violence perpetrated antagonistic to slaves. Then there is the situation of denial and race guilt, that you're suffering. Your race benefited from the enslaved servitude of African-individuals and institutional racism that continues to be practiced on the prompt. you experience responsible and uncomfortable even as those subject matters are raised. probably because you experience helpless to do some thing to modify it. you aren't to any extent further. Be a watchdog for civil rights. connect the NAACP or a political organization that promotes equitable remedy of all persons. foyer for reparations. the acceptable interior the sand, "i did not do it and ain't no man or woman residing anymore who suffered from it" mind-set hasn't worked for all of us and under no circumstances will. in case you do some thing about it you'll experience extra proper. contribute. As for the concept slavery kept all of us from residing in undesirable third international African international places; if whites hadn't pillaged and plundered those international places for his or her organic factors, those situations does no longer exist both. Please, study some history. A recommendations is a poor component to waste and a heart wasted on shielding hatred even worse.
