Your "vent controls", the , A/C ducts, are operated by Vacuum from the engine. The default position is 'defrost and floor'. If you have a disconnected , broken, leaking, or collapsed Vacuum line your A/C controls will not operate the vents. Therefore, your cold air is coming out the defroster ducts.
Visually check under the hood for disconnected, split, broken or deteriorated vacuum lines. If you have a vacuum/pressure guage you can check for Vacuum at the A/C switch when the motor is running. These problems are usually easy to find and fix.
A good mechanic can trace this down pretty quick. It usually isn't expensive. (unless they are gouging)

I wish you mentioned the year... I know a a common problem with the 93' Camry.
Under the dash on the drivers side, (above the gas pedal) there's a rod that breaks loose at top of the A/C distibution box. The clip that holds the linkage rod is most likely broke. If that's what it is, you'll have to make your own clip since it's not available from Toyota. I'm also sorry to say, that rod is difficult to reach.

You have a disconnect under the hood. I had this happen and it was a simple little rubber boot that came off a little node up near the dash under the hood. Dont get ripped off by a mechanic. Maybe a fan fuse also.

either your airflow switch is broken (loose wire, yes), or one of the air hoses that carries the A/C to the different vents is cracked or disconnected.
