Bin Laden is a major terrorist but is obviously just a figure head. I think he is deffinately the leader but not the master. Osama is the one who motivates and coordinates activities... but he probably takes "orders" from another terrorist. This way if Osama dies they protect thier true leader. He is simply a distraction.
