i am stuck on game 3, i found the staff, put it in the chain house, but it will not roll out the chain.. the trumpet seems to serve no purpose and i can't shoot a ship without the chain

if you see the house where the chain is, look to the left. there are a bunch of rocks. on the rocks is a cog you need to operate the chains.
