She shouldn't worry. Tell her to keep exercising and eating healthy, and one day soon she will develop into a beautiful well-developed woman.

Tell your friend she's 12. She's way to young to be worrying about that stuff. Her boobs will grow soon enough. . .and eventually start to sag to her knees. . . .
