Be sure that all other software is turned off, especially NetMeeting or Messenger software that may prevent your web cam from starting.
As long as it is plugged in and the proper drivers are installed, it should work ok.
When all else fails, refer to the manufacturer's web site when possible

There are two things you can do.. unplug it and then plug it again..
the drivers are not working.. if that doesn't work.. check the software that you are using.. msn or yahoo. has wizards that you should run. If you are not sure that your cam is working.. go to you system and see if the drivers are working.
I hope this helps. if not email me via yahoo answers.

Have you already install driver software? If you haven't yet, install it.
You can also download from internet.
type in the yahoo search engine "your webcam company name + driver" . for example, for logitech web cam. "type logitech webcam driver".
then download and install it. good luck!
