This could be for several reasons.
1. Most of the countries not shown share their Internet with major countries. Like Purto Rico has America.
2. Many Arab countries do not have freedom of press and restrict access to certain materials.
3. There are not enough Internet providers in that area to justify an individual spot.

There are 243 countries in the world and only 18 listed in yahoo international. I wouldn't just be wondering about the Arab ones.
