Depends - if your passport was lost as a result of the hotel's negligency, then they would be responsible (for example, if you gave it to them for safe keeping). If you lost it as a result of your carelessness the hotel is not responsible.

When you make the statement that the passport "got lost" at a hotel, this implies that the hotel had no role in the disappearance. Unless the hotel was at fault for some reason, I see no reason why it should pay the fee for a reapplication. The fact that it may be a 5-star hotel makes no difference.

I wouldn't worry so much about paying the fee for reapplication, I would worry more that your passport is out there floating around. Be sure to report it missing!!! (and not just to the front end clerk). This is very serious...Identity theft. Good luck!

If the hotel lost your passport they should pay whatever necessary to get you a new passport. If you are stuck in a country you will have to go to the U S ambassy to get a temporary passport.

I would think, at the very least, that a 5 star would do what they needed to, within reason, to keep a good customer. Have you talked with the manager reasonably about this?
Explain to him how you feel it is their responsibility, and see what he says.

No, unless your wallet was stolen and you had no money to replace it. Also if it was stolen, the hotel may like to foot the bill for a new one.
