Holes are not considered negligible damage and must be repaired prior to further flight (unless a ferry permit is issued). Only small dents and stop drilled cracks less than two inches in diameter are allowed if they are at least two inches away from a rivet line. A new piece of corrugated skin must be spliced in or the whole skin replaced if the damage is over a rib. The control must then be rebalanced before installation.

It is a problem for several reasons and could be a very big problem. Simply put, the aircraft loses it's airworthiness with the damage. From this point on, it gets more complicated but you have lots of time to think about it since you're on the ground. The hole is in the aileron (a flight control). If the damage occured during a flight, it classifies as an accident and must be reported to the NTSB. Assuming that the damage did not occur during a flight, that rules out the NTSB, but you still need to get the damage repaired at an approved facility. This is where your A&P comes in. Get your wallet handy.
