You cannot do this, and why would you want to? Why spend upwards of £10 to get a CD and erase it when you can buy blank ones for a considerably less amount of money and, if they are CD/RW, erase and record on them as many times as you like??
Unless it's REVENGE on somebody else you're after, in which case scratch the surface 'by accident' and they will never play properly again.

With steel wool. Or a brick. You can erase them pretty effectively but they can never be re-recorded on.
In actual fact, they are stamped at the factory. They are not 'recorded' like magnetic media or recordable CDs. So, there's no way to erase them.
You got what you bought and that's that.

You can't. They're permanent, made from pressed aluminium rather than CD-R chemicals.
