I've thought of that many times, Maybe we should develop a business plan. We can call it, Our Goats don't eat Oats, they clear brush till they blush...Stay Cool !!!

My weed scientist professor always suggested goats as a form or biological control, he was being funny but serious at the same time. You need 8 goats per acre, FYI!!! I don't know where you can get goats in CA, but definitely check into it!!
Maybe check with the Garden Doc, he is from CA.
