Here's a common breakdown:
Yellow: hugging
Purple: kissing
Red: lap dance
Blue: oral sex
Black: intercourse

They represent different sexual acts that you're willing to do. A guy (or girl, I guess) comes over to you and snaps one off and then you "have" to do whatever it is with them. Black is sex. Green is outdoor sex. Glitter and glow in the dark is sex with toys. Yellow was something innocuous. (My friend gave us all some last Christmas, and the joke was the I got yellow because I'm a virgin. Maybe it's hand-holding or hugging or something?) Those are all the ones I remember. By now I think they're more harmless fashion than anything else, though. I've never seen them used to actually mean something.

They used to be just plain old jelly bracelets in the 80's- boys try to break different colors off your arm- each color they break you are supposed to owe them a sexual favor- black is all the way, blue, red- other meanings- i think it's really stupid.
