No, but if you can program it then do it!
Set it to turn on about 10-20 minutes before you come home. That should make it plenty cool when you walk in the door!

Give 10 to number 2.

Find a temp that is both tolerable/comfortable,,,and as economical as possible, and leave the thermostat set at the temp. That said, if you're going to be away for an extended period you can shut it off, or raise the temp setting just to keep the house from having issues of extended high temps.

Comfort is a very personal thing, and we all feel it at different levels. That isn't strictly an issue when you leave to spend 8 hours a day at work,,,BUT, if you shut down, and are in an area where outside temps get into the 90's, very likely your house could as well. When you arrive home, and happen to enjoy 76 degrees for instance, the AC unit will have to work harder, and cost more in an energy bill, than if you had left the AC set at 80 for example.

your air conditioner needs to be set at a constant temperature unless you leave for a few days. if you turn it off at the beginning of the day before you go to work your house will get real hot until you get home in the evening. it takes twice as much power to cool your house all the way back down than it does to leave it at a constant temperature. also it will give the air conditioner time to stop and cool down when it gets to the set temperature than when it has to cool the house 20 to 30 degrees cooler at one time. if you leave it constant than your electric bill wont be as high
