Blockbuster, netflix, etc. do they have to pay the "owner" of the movie a fee for renting out their movie or can anyone just start a movie rental store and rent movies out that they purchased?

Nope - they just have to keep them rewound and back on the shelf for when you want to see "Top Gun" one more time. The "liscensing fee" is paid as part of the purchase price, and get this: Video stores get to buy their tapes/dvds wholesale.

Yes, it cost lots of money, sometimes companies like blockbuster display or promote certain movies to get around the rental agreements with the mega corporations. Movie rentals is a dying business with movie corporations selling movies to own for life being sent over the net and downloaded to your PC.
