Actually there is a saying that "Umpires decision is final".
Till now when the umpire declares anything then it is final but I think in ICC Champions trophy, the ICC is going to introduce a new rule of asking the help of 3rd umpire if the captain and the side is not happy in any decision made by the umpire. This is the new rule.

It was a rare example of the ICC being starchy. The board was essentially saying that the adage of “the umpire’s decision is final” was more important than making sure justice is done. The ICC is always telling us that its elite panel of globe-trotting umpires achieves 95 per cent accuracy. If so, then Taufel and Bucknor, having made at least three howlers on Thursday, needed to get their next 57 calls right. Somehow, that didn’t seem very likely.
The umpire’s decision is still final as it always was. But in the minds of players and fans, it hasn’t been final since action replays arrived and the more toys the TV producers have to play with — Hawk-Eye, Snicko, Super Slo-Mo, Snicko — the less final it becomes.

Not as yet! Infact if anyone questions this they are liable to fines and suspensions by the match referee. But from my knowledge they are coming up with a new idea only for the champions trophy where captains can have 3 appeals referred to the 3rd umpire if the on field umpire declines it.
