Yeah they can

blindness only affects your eyes while dreams come from your mind

while blind people will have limited dreams, they can still see a series of unusual figures they cannot describe being that it is a color, shape, etc etc

if someone BECAME blind (like beethoven became deaf) at some point in their life, they'd still have the same dreams but a better explanation

all in all
you dont need your eyes to see your dreams

I once heard a description from a blind man about what his dreams were like, and basically everything goes without the sight of seeing. His example was of how he was being chased in a nightmare and he could hear his persuer's footsteps and feel the bullets whizzing by his skin...
I've also heard that people who become blind instead of being born blind still dream by seeing for awhile, but over time they "see" less and less in their dreams.

Yes. We don't see our dreams with our eyes. Our brain causes them, so blind people can "See" in their dreams.

I'd say they can see, at least some of them. I remember reading something about this, and the blind person said something like "I flew higher and higher, and I could tell there were trees and mountains all around me, even though I couldn't touch them"

This is kind of like asking "What does the inner monologue of a deaf person thinking sound like?"

I don't know about blind people but a friend who is paraplegic can always walk in his dreams. Sometimes he even flies.
