i need help on how 2 put text on top of a picture like what software can i use or what is a website where.....

Adobe Photoshop is the best for that, a little hard at first but you can customize it and color it and make it look stylish and professional.

You can open it using Paint .

1.START/ALL PROGRAMS/ACCESSORIES/PAINT
2. ONCE IN PAINT, CLICK ON EDIT AT THE TOP OF THE PAGE
3. SELECT PASTE FROM...
4. CHOOSE THE PICTURE YOU WANT TO ADD TEXT TO THEN
5. CLICK "A" FOR TEXT ON THE LEFT SIDE (IF YOU DON'T SEE IT GO TO VIEW, THEN SELECT TO SEE TOOLBAR)
6. A CROSS HAIR WILL SHOW UP JUST DRAG UNTIL YOU GET THE SIZE BOX FOR THE TEXT YOU WANT
7. TYPE IN WHAT YOU WANT WHERE YOU WANT IT THEN SAVE AS THE FILE YOU WANT, REMEMBER WHERE YOU PUT IT.

open the picture in paint. select the A button. type what you want on the picture. file, save.
