its not terribly normal, but it isnt that odd either. you could see a dr about it, but it might just be something harless like a cyst... then again it might not be.
you might as well have it looked at (i mean by profesional medial personel) before you panic any more.
it might just be they way you are, like how one foot is always a little larger than the other, ect.

one testicle always hangs lower than the other. walking would be difficult if both were at the same level. no problem with your condition.
