Sure.
Yahoo stuff is accessible from anywhere that has an internet connection. They can use Yahoo Mail, Yahoo Instant Messenger, Yahoo Answers, and so on...just like they do now...as long as they have access to the internet. :)

They have a Mexican version of the search page. I couldn't find a Mexican version of any of the other yahoo services.

yes they do if you go to chat and on the bottem left corner it says international chat you have to make a new accunt and the new server
