if you met someone... you liked them a lot & they liked you a lot, but for personal reasons, you stopped communicating with them for about 9 months, but thought about them often... then you finally decided to get in touch with them & when you did, they welcomed you back into their life... ???

Well, I think it depends on what the personal reason was that you stopped communicating with him/her for. Is it going to come up again? If it's been resolved, then go ahead, start by being friends with that person again first and see where it goes. If that person still likes you, then things will progress. But remember it has been 9 months since you guys talked, so things might have changed. So take it nice and slow first.

If they were of quality, then that would the idea outcome.
BUT......
After 9 months, it as if you brushed this person off. Most people would be like, what do you want with me after 9 months?
Be cautious. That person may have been looking for revenge and you just walked back thru the door.

Nine months is a long time to keep thinking about a person. Definately give it a shot but make sure you aren't just going after them because they are the one that got away.
