I think that it's France. The U.S. Navy came about because of rough relations in the 1790's.

The only country listed above that the U.S. has not declared war on is Canada. Even that is questionable because it includes provinces owned and controlled by France during the American - Indian War.

The one country not listed that should be is Russia.

US and Chinese armies fought each other during the Korean war. Mongolians invaded S. Korea to start the war. However, war was never declared by any of the countries fighting during this conflict.

Its Canada. That's why we built all those forts along the St Lawrence we thought you would invade after you civil war. Could the department your talking about be Border Patrol , customs, and Immigration. I dont know what the official name is.

well your question is a bit misleading the U.S. never declared war on canada due to it being part of the great britain in the revolution and war of 1812. We never went to war with china there was only 2 time we fought them but they where not declared wars tho that would be in korea and the boxer rebellion. Mongolia? never went to war with them...prove me wrong i'll give you a cookie...

as for what was created...i have no idea..wild guess air force? e mail me the answer i want to know
