You can upload it onto any free photo site (such as www.photobucket.com). The sites automatically minimize the images for you, after you have uploaded your photos, you can copy and paste them onto the e-mail.

Insert it into your image editor such as photo studio 5 or whatever you have on your system to scan with, and then edit the image size appropriately, save and attach to your email. If you just insert it, you can click directly on it and pull the handles in to make it smaller.

You need to use a picture editing program like Photoshop, MGI Photosuite, or XP's component to resize the picture. You may even have a program that came with your digital camera that will do it. I find that if you resize a picture to 800X600 it can shrink it by 90% and that will make it easier to email and easier on people who still have dial-up conections. Hope that helped.
