On this side of any potential relationship it all looks attractive. Think about the worse relationship you've ever had, and how you felt BEFORE you both got together. Remember those feelings? They probably felt similar to what you feel now. Just know that the anticipation of getting with someone is always strong and can cloud your better judgment. There are 6 billion people on the planet, surely you can find someone else that isn't a potential time bomb-because I can assure you if you do this and get caught (and you will), you will be the villain. No one will fault her, she's not technically family. Not only that, if your cousin loves her, he'll take her back, but never forgive you and all of your family will side with him.
Tell this woman that if she doesn't stop you will tell her cousin-start documenting her late night phone calls and follow through on your threat if she persists.

Obviously, this person doesn't believe in her marriage vows. Maybe remind her of them, let her know that you would like to be friends, (if that is what you want), and also, let her know how you feel and stand. She should honor that. From what I understand some people just like to test the waters and see how far they can go. Not really any different that another guy hitting on another guys woman. Men think nothing of it!!! then stay away. she is married.. go find someone that isnt attached... keep your dealings with her to a minimum... i would even go so far as to be busy unless your cousin is there too... after a while she will get the feeling that you arent interested in her and turn her attentions elsewhere... then there wont be any scandel that you were involved with...
