toma can have a sexual conotation. meaning 'up yours' or something similar. when I was a boy in New Mexico it was a common phrase on the school ground among the boys.

Toma: 1) Here you go; take it 2) Drink it.

Fresca/o: 1) Fresh 2) A soft drink name brand.

Or possibly he is saying "Ofresca", which means to offer something, or an offer on something. Either way, this guy sounds pretty harmless (or maybe he's saying that YOU are acting fresh)...
