Richard's name is Richard White, he is Lois Lane's Fiance, and he is the nephew of Perry White, the editor of the Daily Planet.
He is played by James Marsden, who played Cyclops in the X-Men movies.

James Marsden, he also played Cyclops in the X-Men movies. I think he was meant to be hotter than, or at least as hot as, Superman to demonstrate that the world, and Lois in particular, doesn't need Superman.
