First off remember that the left pedal has a left hand thread and the right pedal has a right hand thread!
Try some WD40. Clamp or tie the opposite crankarm to the chainstay. Purchase a pedal wrench (~$15) and go to town. Old, rusty pedals can be very difficult to remove.

prop the bicycle up on both tires, put something very sturdy under the pedal, stand on the pedal and turn the wrench. You might need some pb blaster and a little extra leverage on the other end of the wrench.

You need a bicycle wrench. It looks like a normal open-ended wrench, but it is half the thickness, so it will fit between the pedal and the crank.
Do you have one? If no, grind a regular wrench until it fits. If you can spare a regular wrench forever.

some parts on a bike twist the opposite direction so that they dont untwist while youre pedaling.... try twisting backwards
edit:i had to take my bike apard several times, as well as replace the pedals and i think this was the case for me...

Put some penetrating oil on the threaded part. Let it set and try again tomorrow. If it still wont come off, repeat process until it does. You may have to gently tap the end of the wrench with a hammer to start it.

It is really important to realize that bicycle pedals use LEFT HAND threads. That means they have to be turned opposite from the usual right hand thread way. You are probably tightening it more and more, and so it will never come off, you dummy!

The advice to try going backwards with one pedal is absolute. Left hand as you sit on the bike tighten the pedal and it will come off.

Spray some WD40, slightly bang that arm where pedal goes to (don't hit the tread) with the small hammer, then try with the good wrench. Remeber often they have right-handed tread on one side and left-handed tread on another.

You have to use blood, sweat and tears. Or mabye a wrench. Make sure you lubricate the thing you have to twist.
