the question is, what topic are you most comfortable with? what topic can you touch and boast of your expertise in that area where you feel like you know all the answers? try to find a topic that suits you and you're inspired to discuss and don't go nor dwell in a topic where you're no expert or hasn't got any clue... the more complicated the topic, the more intricate it becomes. another thing, touch a topic where you can input a little humor so as the audience attention is to listen to you and not fall asleep or be bored... good luck.

You'll be able to write best about, not to mention Speak publicly about, a topic that interests you. Think of a topic you enjoy, that contrasts something else. Find the pro's and con's of each, that way, you'll have the easiest time fighting for the point you agree with most.

what else is there? You're going to have people set in their ways on every issue unless you talk about something people don't understand or don't care about. Make a speech about giving volunteer firefighters and EMS people incentives like tax breaks because less and less people are volunteering and many areas are becoming so depleted in manpower that when something happens there aren't enough firefighters and EMT's around to help people. No one can argue against that.

It's important to choose a topic you feel strongly about.
Perhaps: a local issue (school, construction, environment)
animal control, spaying, neutering
need a youth club, park, help center
working while attending school (pro or con)

Honestly, you won't get a great response if you don't pick a somewhat controversial topic. Try the death penalty or euthanasia. I did speeches on both of those.
