when dealing with conduit, the O.D. must exceed the I.D. or the hole will be on the outside??

huh?

the o.d. exceeds the i.d. because the conduit is made of pvc or steel and for it to be conduit it must have a thickness to it and unless it were made of air the od is always larger than the id.

Ok??? If you are talking about connections just go by size. If you are running 1/2 conduit, buy 1/2" couplers. The Inside diameter of the 1/2" coupler fits over the O.D. of the 1/2 " conduit.Hope this helps.
